オープン・イノベーションの概念の美しさとは裏腹な、いくつかの厄介な問題が潜んでいる指摘させてください。オープン・イノベーションが期待通りの成果を上げることができないのは、その実行過程にさまざまな問題や利害関係による合意形成の無さが露呈しているからです。ここでは、〈1〉アイデアや技術の移転、〈2〉仕事としての線引きと競争力、〈3〉インターフェースの設計、〈4〉収益の分配、のことらを表しますが、オープン・イノべーションの名の下に、オープン・イノベーションでは互いに持ち寄り移転するものが、「モノ」ではなく「情報」や「知的財産」であることをしっかり守ることのできない難しさです。知的財産をうまく利用できるビジネスモデル確立と利害関係も含めた合意形成がイノベーションが起きる前に先に事前交渉のテーブルの上に置かれていることを確認するべきです。また研究開発プロセス(クローズド・イノベーション)の理解した上で、サービス商品化/事業化のためには、自前の研究開発分野を最小限にし、外部の知識を最大限に活用すべきであってもそのやり方を熟知しているわけではありません。エモーショナルな要素は、共有しにくい組織体制が風土が既にあるからです。東洋的な感性や文化性を考えてみると、「クローズド・オープン・イノベーション」という概念や考え方が全てを最適化します。つまり、限られた、信頼できる相手との間でオープンに協働を進めるということです。これらを理解するのに多くの失敗やまちがいがあったことは確かですが、意味のないオープン・イノベーションという時間とコストを費やす前にその先に構造そのものを理解しないといけない。
